THE SMALL
BUSINESS PROGRAM
Recognizing
that small businesses provide employment and economic growth in Hamilton County,
the Board of County Commissioners of Hamilton County established its Small
Business Program ("Program") in 1998. The
Program has an objective of increasing the participation of small businesses on
County projects. The Program applies to construction projects undertaken by
County departments reporting to the Board of County Commissioners
("Board") through the
County Administrator. The
departments reporting to the Board include Administrative Services (which
includes Purchasing), Building Inspections, Communication Center, Community
Development, Economic Development, Environmental Services, Facilities, Job &
Family Services, Personnel, Public Works, and Zoning Enforcement.
For
each construction project, Hamilton County, in conjunction with the Construction
Manager, if any, will establish goals for the utilization of small businesses
for each contract related to the project.
The County encourages the use of small businesses as prime contractors, first-tier
subcontractors, and/or joint venture partners.
To
be considered for inclusion on the County’s list of small businesses, a firm
must be a business concern that is independently owned and operated, and meets
the detailed definitions or sized standards of the Small Business Administration
(see www.sba.gov/size). In
addition, for those businesses that are eligible, we encourage certification as
a Small Business Enterprise (SBE), Minority Business Enterprise (MBE), and/or
Woman Business Enterprise (WBE). Click

Hamilton
County has more than forty departments that utilize outside contractors for a
wide variety of goods and services. Each
department obtains its own quotes for contracts valued at less than $15,000.00.
For
any orders of goods and/or services valued at $15,000.00 or more, other than
those for professional services, the County Purchasing
Department
will issue an Invitation to Bid (ITB), the exceptions to this are capital
projects for the Public Library, the Drake Center, Inc., or
the Public Works Department.
Those agencies usually issue their
own ITBs for capital projects. Businesses that have registered to
supply goods and/or services identified in the ITB will be sent a copy of the
ITB (unless they have registered with us through DemandStar.)
For professional services, a Request for Quotes/Qualifications (RFQ),
Request for Proposals (RFP), or other solicitation will be issued. Please contact the Public Works Department for information on
the Standing List of Consultants for professional architectural, engineering,
construction management, and environmental services at 513-946-4750.
For the professional services of an accountant, attorney at law, physician,
consultant, surveyor, or appraiser, the competitive bidding process does not
apply, and in most instances, the County is required to obtain at least three
quotes before contracting with one of these professionals.

include the name of the contact person, telephone number, business name with
mailing address. We will forward a general vendor registration packet to you
including registration materials for the Small Business Program.
The vendor registration packet includes a list of the County departments
and their Purchasing Agents. Regardless
of whether a firm registers with DemandStar.com, if the firm qualifies as a
small business, it must submit a notarized Small Business Profile
(click to
view) and copies of current certificate(s)/letters
of certification, if any. We
will enter the company’s information in our database along with the goods
and/or services the firm provides.
The information on registered small businesses is
available to all of the County Purchasing Agents. Because the Purchasing Department will not be involved in all
contracts, businesses are encouraged to contact the Purchasing Agents directly
to inquire about opportunities. Information
