Project VETS Intervention Program
What is it?
Project VETS Intervention Program (PVIP) seeks to assist military personnel, along with their families, suffering from Post Traumatic Stress Disorder (PTSD) or other trauma related disorders, substance abuse, mental illness, and homelessness who may become involved with the criminal justice system. It seeks to achieve this by providing wrap-around services utilizing a wide range of community resources available to the Veteran and their families. A three pronged approach will be utilized focusing on prevention, intervention and diversion, as well as, long term recovery for the Veteran. Support services for the spouses, children and other loved ones of the veteran are also provided.
Who is eligible?
Anyone with military service and their families, regardless of discharge status, that has become involved with the Hamilton County criminal justice system can be served by the program. Veterans will be screened and have their needs assessed. Depending on the outcome, different levels of service will be provided as needed.

Drug Court
What is it?
Drug court offers clients the option to have treatment for their chemical dependency. Depending on their criminal history, they may qualify for Intervention in Lieu of Conviction. With ILC a client will not get the felony conviction as long as he successfully completes the court ordered treatment program. Not all of the clients with cases assigned to drug court want to be in treatment. Most of those people are placed on probation if there is a conviction,some clients who are originally assigned to drug court are transferred to another judge if they have one or more disqualifying felony charges on their record.
Who is eligible?
Initially, all persons indicted on felony 4 and 5 drug
possession charges have their cases assigned to drug court unless they, or a codefendant, have a matter
pending before another common pleas judge. People indicted on other non-violent, non trafficking
felony 4&5 offenses may transfer into drug court if they wish to have treatment and both judges
along with the prosecutor agree.

Misdemeanor Health Court
What is it?
Mental Health Court is a specialized court serving the needs of mentally ill offenders. Mental Health Court has a unique partnership of Criminal Justice and Mental Health providers that yields results. This partnership includes: Judges, Psychological Evaluations provided by Court Clinic Examiners, Court Monitors who identify and screen potential participants, Probation Officers, Case Managers, A Residential Program Team, and a Day Reporting Team and Program
Who is eligible?
Individuals who are charged with a misdemeanor and have no significant history of violent offenses. Individuals who resided in Hamilton County prior to their arrest. Individuals who have a diagnosis of Schizophrenia, Schizoaffective Disorder, Bipolar Disorder or Major Depressive Disorder recurrent and are competent to stand trial. Individuals who could benefit from case management.

Felony Health Court
What is it?
The Felony Mental Health Court is a Mental Health Court for felony offenders that exists in the Hamilton County Court of Common Pleas.
Who is eligible?
1. Individuals with a Felony offense level 3, 4, or 5 are preliminarily eligible with prosecutorial and victim consent.
2. Eligible individuals are only individuals with no history of serious or repetitive violence.
(as reviewed by the Mental Health Court Prosecutor and Mental Health Court Team)
There are some exclusions from the program, which include:
* Individuals who were found to be Not Guilty by Reason of Insanity (NGRI)
* Individuals who are incompetent to stand trial
* Individuals with any history of sex offenses
* Individuals that have offenses which involve weapons (and/or a significant history of such)
* Individuals that are persistent offenders which are non-mental-health driven offenses
3. Residents of Hamilton County both currently and at the time of the offense
4. Individuals with one of the four following diagnoses (all recurrent):
Schizophrenia,
Schizoaffective Disorder,
Bipolar Disorder,
Major Depressive Disorder

Special Services for Municipal and Common Pleas Court
What is it?
Special Services, which are services available in the Municipal and Common Pleas Court, are for those that need disabilitity services.
Who is eligible?
Persons eligible for Special services are offenders with an IQ of 75 or less. This determination is made through a Court
Clinic Evaluation. Often these defendants are already involved with Hamilton County Developmental Disabilities Services.

License Intervention Program (LIP)
What is it?
The License Intervention Program was designed to advise court personnel on BMV issues and to help
people who have been cited for Driving Under Suspension to get a valid license before returning to court.
Who is eligible?
Any person with a Hamilton County Court case for Driving Under Suspension may be referred to the program by the Judge
or Magistrate in the courtroom. Repeat offenders who have previously been to LIP are not typically sent a second time.

Failure to Appear (FTA)
What is it?
The FTA Unit helps nonviolent felony and misdemeanor offenders with their capias warrants (failure to appear for a scheduled court appearance). If individuals fit the criteria for the program, the FTA Unit can assist individuals in having their warrant canceled and scheduling a new court date. The FTA Unit suggests that you call them (below) to assess eligibility for the program. If you are not eligible for the FTA program, the FTA office can and will provide you with other options.
Who is eligible?
Eligible FTA Unit individuals include those that have been charged with Non-violent, Non-OVI (operating while intoxicated)

First Time Offender Diversion
What is it?
This program was first established on February 14, 1994 under the authority of the Common Pleas Judges in accordance with Ohio Revised Code 2935.36 guidelines to allow qualified individuals to enter a diversion program. The City of Cincinnati Prosecutor's office launched their Diversion Program in November of 2001. The program is one that uses pretrial services screens and provides case management services to eligible Diversion defendants under the direction of both County and City Prosecutor's offices.
Who is eligible?
Eligible individuals are first time offenders who are determined to be eligible by Pre-trial Services.

The Traditional First Time Offender Diversion Program
PB&J
What is it?
The PB&J Program strives to connect low level criminal offenders with their mental
health providers, adding a crucial process to traditional court based diversion efforts.
Who is eligible?
1. Individuals NOT eligible for the Mental Health Court.
2. Individuals with a history of incarceration.
3. Individuals that have committed a Misdemeanor in the 3rd or 4th degree (Possession of Drug Paraphernalia, Criminal Trespass, etc.)
4. Individuals that are already in Case Management (Centerpoint Health, CCHB, or GCB)

Adult Education GED Program
What is it?
The Adult Education GED Program is one that helps inmates that do not have their GED or High School Diploma get their
GED. Additionally, though, the program is available to inmates that want to refresh their basic education skills and knowledge.
Who is eligible?
Inmates learn of their eligibility for the program by applying to the Hamilton County Jail's Education Department.

Men Against Negative Action
What is it?
Men Against Negative Action is a group that meets to discuss ways to handle various situations that might otherwise cause an individual to react negatively. The person brings their own individual life situations into the group in order to try and discuss the possible ways one might react or has reacted to the circumstances. Mr. David Fulcher structures the program to interact with the group members such that they discuss how to best deal with varying situations in the most positive manner.

Inmates learn of their eligibility for the program by applying to the Hamilton County Jail's Education Department.

Technical Skills Education
What is it?
Technology Skills Education is a structured classroom program that familiarizes inmates with basic computer technology skills and systems.
Who is eligible?
Inmates that have completed the MANA program.
