RFP FOR NON-PROFIT SERVICES (2020)

Background

The Board of County Commissioners, Hamilton County, Ohio (“County”) will receive $3.4 million in 2020 Community Development Block Grant (“CDBG”) funds from the U.S. Department of Housing and Urban Development (“HUD”) to benefit low to  moderate income households and areas, create economic opportunities, provide safe & secure housing, and improve living environments for communities and residents. Of this amount, the County intends to expend up to $700,000 for social services. Use of the funds for the purposes described herein is authorized under Title 1 of the Housing and Community Development Act of 1974. It is expected that the County will also receive $2,000,000 in CDBG-CV funds through the Coronavirus Aid Relief and Economic Security Act (“CARES Act”) to prepare for, prevent and respond to the coronavirus. If the County determines that it is in its best interest to award a portion of the CARES funding for social services through this RFP, an addendum to this RFP will be issued on or about May 1, 2020.

The County on behalf of the Hamilton County Planning + Development Department (“Planning + Development”) is issuing this Request for Proposals (“RFP”)  in order to receive proposals for certain non-profit services as further described herein that meet the objectives in the County’s 2020-2024 Consolidated Plan set forth at: https://www.hamiltoncountyohio.gov/common/pages/DisplayFile.aspx?itemId=16387428 All contracts will be awarded to the non-profit entity whose proposal is most advantageous to the program with price and other factors considered. Non-profit entities that wish to submit a proposal must do so through the Neighborly software application.

Any contract resulting from this RFP will be that of a subrecipient relationship with the County and not that of a vendor/contractor. Any non-profit entity awarded a contract hereunder will be required to determine eligibility of any individual requesting services paid for with CDBG funding. Only those non-profit entities that are willing to enter into a subrecipient contract should submit proposals.

Addendum #1 to Request for Proposals for 2020 CDBG Countywide Nonprofit Services issued on 4/22/2020

A Request for Proposals was issued by Hamilton County, Ohio on April 22, 2020, for the award of Community Development Block Grant (CDBG) funding of $700,000, in total.  The original deadline to submit proposals was May 7, 2020 at 4:00pm EST.

MODIFICATIONS

As a result of a resolution passed by the Board of County Commissioners, Hamilton County, Ohio on April 30, 2020, the FY19 Annual Action Plan was amended to add $500,000 in CARES Acts CDBG-CV grant funding to 2020 CDBG Countywide Nonprofit Services.  This Addendum #1 modifies the original Request for Proposals to add $500,000 in Cares Act CDBG-CV funding.  All other terms set forth in the original Request for Proposals, which are not modified by this Addendum #1, including but not limited to the SPECIFICATIONS AND REQUIREMENTS, remain unchanged.

 The deadline for submitting responses to the Request for Proposals is extended by 7 days to May 14, 2020 at 4:00pm EST.
